Conflict of Interest Code

The Political Reform Act, Government Code section 81000 et seq., requires local government agencies to adopt and promulgate conflict of interest codes. The Fair Political Practices Commis­sion (FPPC) has adopted regulations (2 Cal. Code Regs., § 18730), which contain the terms of a standard conflict of interest code, which may be amended by the FPPC to conform to amendments in the Political Reform Act after public notice and hearings. The County Board of Supervisors is the code reviewing body for agencies located in Ventura County. Please see the “Current Codes” tab to view codes approved by the Board of Supervisors.

Conflict of Interest Codes approved by the Board of Supervisors are available below in alphabetical order.

To ensure conflict of interest codes remain current and accurate, each local agency is required to review its code at least every even-numbered year. Each agency will receive a Biennial Notice as a reminder of this obligation. A copy of the latest Biennial Notice is linked below.

Adopting Initial Conflict of Interest Code

Two templates are provided to assist newly formed entities with adopting their initial conflict of interest codes. 

• Conflict of Interest Code County Template  (This template designates the County of Ventura Clerk of the Board of Supervisors as the Filing Officer for all designated position titles.)
•  Conflict of Interest Code Local Agency Template  (This template allows the agency/department to designate the Local Agency or the County of Ventura Clerk of the Board of Supervisors as the Filing Officer for certain position titles.)

Amending a Conflict of Interest Code

The resources below provide guidance about amending codes.

• Conflict of Interest Code Amendment Form  (Must be attached to the amended code.)
• Form 804 Agency Report of New Positions  If a new position that makes or participates in making governmental decisions is created, but no further amendments are required to the code, the agency/department can submit the Form 804. This written description is a public document and will be maintained along with the agency’s conflict of interest code.
• Form 805 Agency Report of Consultants  FPPC Regulation 18734 requires consultants to file under the broadest disclosure category in an agency’s conflict of interest code. If the consultant performs limited duties, the agency must tailor the disclosure requirements to the duties performed. This written description is a public document and will be maintained along with the agency’s conflict of interest code.
