Federal Rules Expand CalFresh Work Requirements

Beginning June 1, federal rules require that more people work, volunteer and/or attend school for 80 hours a month to receive continuous CalFresh food benefits. There is a three-month grace period, meaning if you apply for or renew CalFresh benefits on June 1 without meeting the requirements, your benefits will end on Sept. 1.

The new rules apply to Able-Bodied Adults Without Dependents (ABAWD) who are applying for or renewing CalFresh benefits. ABAWDs are defined as people who:

  • Are between the ages of 18 and 64
  • Are not living with a child under age 14
  • Are physically and mentally able to work
  • Are not pregnant
  • Do not have a verified disability
  • Do not meet any other federal exemption criteria

This rule does not apply to all CalFresh recipients. Exemptions include:

  • People under 18 or over 64
  • People living with a child under the age of 14
  • Pregnant individuals
  • People living with a verified physical or mental limitation
  • People who identify as Indian, Urban Indian, or California Indian under the Indian Health Care Improvement Act
  • Individuals who meet another federal exemption

This is one in a series of benefit impacts that phase in from 2026-2028. Please visit HSA.VenturaCounty.gov/budget-impacts for more information on this and other changes to CalFresh and Medi-Cal benefits and for links to local support resources.
