| After careful consideration and fiscal analysis by HSA leadership, The Ventura County Area Agency on Aging (VCAAA) will transition to a new operator in July 2026. AAA services will continue to be available to Ventura County residents, but they will be administered by a non-county entity.
Driving this decision is a series of funding changes to benefit programs that HSA is required by law to administer (mandated programs), such as CalFresh and Medi-Cal. Several of our mandated programs serve adults and people with disabilities, including Adult Protective Services, In-Home Supportive Services, and Long-Term Care Medi-Cal. Because HSA is not mandated to administer AAA services, it is prudent for HSA to transition out VCAAA administration, while HSA prioritizes support for the programs it must operate. Offering AAA, along with its federal/state revenue stream, to a non-county entity that can operate in a more cost-effective manner and supplement federal and state revenue with fundraising, is a step toward helping to ensure these services remain available to our community.
