Due to the federal government shutdown, which began on October 1, CalFresh benefits will be delayed beginning November 1. As this program is funded by the federal government, the impact on states and counties is significant.
Approximately 77,000 Ventura County residents, including 28,000 children and 17,000 older adults, depend on CalFresh benefits to help feed themselves and their families.
The California Department of Social Services (CDSS) has begun notifying CalFresh clients via text and email and is encouraging them to connect with local food pantries during the delay. The Ventura County Human Services Agency is also leveraging its communication platforms and community partnerships to help inform residents and link them to local resources, including FoodShare.com, 211Ventura.org, and the 2-1-1 phone center.
Those who have an EBT card with benefits should be able to use those benefits during the shutdown, but no new CalFresh funds will be added. New applications are being processed and will be held until the federal government provides funding, either by ending the shutdown or identifying alternate funding.
Other primary benefit programs appear to be secure for November but may also be delayed if the shutdown continues. This includes the following:
- CalWORKs: The State has secured CalWORKs funding through November 2025.
- Medi-Cal: Medi-Cal is prefunded through December 31, 2025.
