Recognizing that 18 is too young for most young adults to be without support, Assembly Bill 12 (AB12) was signed into law in September 2010 giving foster youth the option to remain in foster care and receive services and support until age 21. Due to this bill, young adults are allowed to remain in Extended Foster Care after they turn 18.

Turning 18 means new choices and opportunities! Participants can receive help with their education and employment goals, as well as have time to develop lasting relationships with caring adults.

These “emerging adults” are allowed to remain in care after their 18th birthday, enabling them to maintain a support system through their transition to adulthood. Ventura County is using the term “emerging adults” to describe 18- to 20-year-olds who are eligible to participate in Extended Foster Care. The legal term for this population is “non-minor dependents.” Ventura County has chosen to use the term “emerging adults” at the suggestion of the Ventura County chapter of the California Youth Connection.
