Parking Lot Solar Panel Project​

The Ventura County General Services Agency’s Parking Lot Solar Panel Project aims to generate renewable energy, reduce our carbon footprint, and save millions in energy costs over the coming years. Follow our progress with regular updates!

Update: August 11, 2025

The solar panel installation project is on schedule and moved operations to Parking Lot “C” on August 9, 2025, marking the beginning of Phase 4.

ADA accessible parking is available in the northwest corner of Lot “E” and also in Lot “B”.

The construction period for Phase 4 in Lot “C” is expected to last 6 weeks, until approximately September 19, 2025.



Update: June 30, 2025

The solar panel installation project is on schedule and moved operations to Parking Lot “D” on June 28, 2025, marking the beginning of Phase 3.

ADA accessible parking is available in the northwest corner of Lot “E”. Some portions of Parking Lot “E” will remain closed as contractors run electrical cabling to the new panels. 

The construction period for Phase 3 in Lot “D” is expected to last 4 weeks.


 

Update: May 5, 2025

The solar panel installation project is on schedule and moved operations to Parking Lot “E” on May 5, 2025, marking the beginning of Phase 2. 

ADA accessible parking will be made available in the row closest to the Hall of Justice, in the northwest corner of the parking lot. Motorpool vehicles will be moved to Lot “G”. 

Some portions of Parking Lot “F” will remain closed as contractors run electrical cabling to the new panels. 

GSA has coordinated a survey of the parking lots at the Government Center at the beginning of the calendar year and again recently. Both surveys reflect that we have enough parking spots available for the average number of visitors. Please plan accordingly as it may take a little longer to find a parking spot. 

The construction period for Phase 2 in Lot “E” is expected to last 8 weeks.


 

The County of Ventura has begun the solar panel project across Parking Lots “A” – “F”. This project kicked off on March 10th, 2025. The structural work will be conducted in 6 phases, one for each parking lot, beginning with “F” and going counterclockwise. Each phase is expected to take 4-8 weeks. The work in Lot “F” is expected to conclude in early May. The electrical portion will continue in each lot in smaller sections throughout the next year plus.

The parking in Lot “F” that is already under solar panels will be unaffected. ADA accessible parking will be made available in the closest available row near the building. Carpool parking will temporarily move to Lot “G”. Please be advised that vehicles left in work areas may be subject to towing.

Thank you for your understanding and patience through this project. This directly supports the County of Ventura Strategic Priority of Reliable Infrastructure and Sustainability. This project will add up to 5.8MW of power to our existing 1MW solar field at the Government Center and reduce a significant amount of greenhouse gas (GHG).
